The Challenge: Across Southeast Asia's cities, 500,000+ refugees and asylum seekers live in urban areas without legal status, work rights, or access to services. Rohingya in Malaysia, Myanmar refugees in Thailand, ethnic minorities across ASEAN cities—they fled persecution and violence but face poverty, exploitation, and exclusion in host countries. Without legal status, they cannot work legally, access healthcare or education, or live with dignity.
Malaysia's Urban Refugees: 180,000+ refugees and asylum seekers in Malaysia—mostly Rohingya, Chin, and other Myanmar refugees. Living in Kuala Lumpur and other cities without legal status or work rights. Facing arrest, detention, exploitation, and survival in informal economy. Children out of school. Families living in poverty.
Thailand's Urban Refugees: Thousands of Myanmar refugees, ethnic minorities, and asylum seekers in Bangkok and cities. Without legal status or work permits. Vulnerable to arrest, deportation, and exploitation. Limited access to services.
Indonesia's Transit Refugees: Refugees from Afghanistan, Myanmar, Somalia, and other countries waiting years for resettlement. Living in cities without work rights or support. Children growing up in limbo.
Legal Limbo: Urban refugees have no legal status in most ASEAN countries. They cannot work legally, access public healthcare or education, open bank accounts, or move freely. Living in constant fear of arrest and deportation.
Economic Exploitation: Without work rights, refugees work in informal economy—construction, domestic work, restaurants—facing exploitation, low wages, dangerous conditions, and no legal protection. Families survive on $2-5 per day.
Education Exclusion: Refugee children cannot attend public schools. Community learning centers provide basic education but lack resources. Youth have no access to higher education or vocational training.
